　　摘要：随着经济建设的发展，建设项目越来越多，施工企业在做强做大的同时，伴随着现代企业制度和法人治理结构的建立和完善，施工企业基层党组织建设面临新的严峻的挑战。又因为建筑施工是一个流动性较大、施工周期较长、施工环境条件差、劳动强度大的行业，并且企业施工地点多、战线长、范围大，在市场经济竞争十分激烈的今天，还呈现出工期紧、工作量大、质量服务要求高等特点。在这样的一个前提下，怎样把施工企业职工的思想凝聚起来，高标准、高质量圆满的完成施工企业的各项经济技术指标，以及成为建筑施工企业面临的严峻紧迫的现实问题，也是加大施工企业基层党组织建设改革力度的当务之急。
